Using a citizens' assembly to judge public interest - participatory budgeting in Wuppertal


Ideas were submitted online, by phone, and at a mobile stand and collected through an online platform.

The council checked whether they meet basic criteria, such as not exceeding a maximum cost.

Then citizens had the chance to comment on ideas and thumbs-up those they liked.

The most popular 100 of these then progressed to a common good check. A Citizens Assembly, randomly selected to mirror the makeup of Wuppertal, prioritised the ideas based on which would have the most added value for their city. Their top 30 proposals then went to a public vote.
