Having looked at the Bill with great interest, and having considered the specifics of each measure carefully, I am proud to support the hon. Member for North Devon in the passage of the Bill. Along with many millions in this country, I hold our pets in the highest regard. They make the lives of families and individuals up and down the country fuller and brighter. It is with the societal benefit of cats, dogs and ferrets and their welfare and health in mind that I am proud to support the Bill. Its measures will protect the welfare of our domestic animal imports and protect our animals and public health at home.

In rural areas like my constituency, school absences are exacerbated by inadequate public transport and sparse special needs education. As other hon. Members have mentioned, there are a multitude of reasons why children are not in school. It is not just because they are home educated, but because they are affected by parental imprisonment, because they are young carers or because they have disabilities. We need a register that captures the barriers children face, otherwise we have no hope of breaking down those barriers.

Another recent arrival to Skem cannot register any of his family members as an NHS patient. I took up his case with the ICB—I am sure that the hon. Member for Darlington (Peter Gibson), who is still in his place, would approve. The ICB told me the shocking truth that Government funding of NHS dentistry is only sufficient to enable around 50% of the population to access routine dental care. So where is the funding for the other half? What are the other 50% of our constituents meant to do?
