We have passed the stage where we will be making any changes; we are now trying to ratify the protocol. But the right hon. Gentleman should be reassured: the Government have always been clear that when we negotiate investment protection we do so in a way that does not hinder our right to regulate in the public interest. The UK already has investment agreements containing ISDS provisions with seven of the 11 CPTPP countries and we have never received a successful claim from any investors of CPTPP countries, or in fact investors of any other country with which we have ISDS commitments.

It is a very interesting idea. Investment zone policy is owned by the Department for Levelling Up, Housing and Communities, so I will raise it with the Secretary of State there and the Secretary of State for Northern Ireland. Officials from the UK Government and the Northern Ireland civil service continue to work closely to explore developing investment zone policy in the country. The lack of a functioning Executive there has, of course, limited the scope and nature of engagement on investment zones. If the Executive is restored, we will work together to progress an investment zone at pace, and if it is not formed, we will set out different plans in due course.

The Chair of the Select Committee, the right hon. Member for Birmingham, Hodge Hill (Liam Byrne), raised questions about China, and I promised to address them. On China’s application to accede to the agreement, which I know many hon. Members are interested in, let me first say that there are six economies with applications to join the group—China, Taiwan, Ecuador, Costa Rica, Uruguay and Ukraine—and more may apply. Members have not yet made any decisions on which economies will accede in future.

I welcome my right hon. Friend’s efforts in ensuring that everyone participates in the democratic process. I agree with her, but it is ultimately for local registration teams to ensure as best they can that all eligible electors in their area are correctly registered to vote. We want to ensure that all parts of the UK are equally represented in politics and the democratic system where they are eligible.

The hon. Lady asks me about reciprocal arrangements. The fact is that our system is a lot more rigorous, so there is no reason for others to stop accepting our certificates because they have not changed. It is because other countries have changed their process that we are updating this policy. We cannot have a situation where there are rules for people in this country and where we allow people from other countries with different rules to be able to access things that people in the UK cannot access. This is about equality before the law. This is about parity. Reciprocal arrangements will be fine. She also asked about people already living here. This is not retrospective legislation, so it will not impact people who are already here. We are just making it clear: self-ID is not something that this Government support. We do not believe that this is something that people should just declare, because that creates the very same problems that she saw in Scotland in the Isla Bryson case, with rapists going into women’s prisons. We will not allow that to happen on this Government’s watch.

The Government have worked hard to remove any material obstacles to democratic participation for all eligible groups. Registering to vote is quick and easy, taking as little as five minutes. Any elector without an accepted form of photographic identification can apply for a voter authority certificate from their local authority free of charge, or alternatively they could vote by post or proxy.

It is interesting that a number of people have that perception that they should stay in their lane. This Government do not support any sort of activity that is segregationist. We believe that we must treat people equally under the law. All of our access programmes are available irrespective of ethnicity. People should be encouraged to serve the entire community, not just people who look and sound like them. Some of the schemes that I mentioned in my earlier answer are available. The hon. Lady should know that the Start Up Loans Company reported that in her constituency 42 start-up loans were issued to ethnic minority-led start-ups, for about £315,000, so there are opportunities out there. I am happy to write to her with more information if she needs it.

And the only way that they can register their concern is by appealing to their local MPs, who will all be appealing to her.

I agree with my right hon. Friend. The comments by the members of the board who are former postmasters are very interesting. They are saying exactly what I am saying: that Henry Staunton was not doing a good job as Post Office chair. That leads me back to the point made by the right hon. Member for North Durham (Mr Jones), who is more interested in attacking the Government than in looking at what even the members of the board are saying. It is important that we continue to give confidence to people that those organisations are run properly. That was the reason for the dismissal.

My hon. Friend is keen for a deal by Diwali, but as the Prime Minister and I have been at pains to say, it is about the deal, not the day. We are working as much as we can to get a deal, but we will not do so by sacrificing British interests. The deal has to work for both the UK and India. I met the Indian Commerce and Finance Ministers to ensure that we create a mutually beneficial deal.

The Government talk about the grey belt in the planning framework. It is very interesting; I have had quick look through it. They define it, but what does the limited contribution to the five green belt purposes actually mean in planning terms? If they are not clear, planning inspectors will determine that, and we will yet again have more and more local opposition. It is also interesting that the Government are considering changes to restrict the right to buy. The right hon. Lady has told us very proudly how she was able to buy her own council house—[Interruption.] At least one, certainly. Can she confirm that, following these changes, young people across England will still be able to exercise the same right to buy that she had in 2007?

My hon. Friend is right. We need to ensure that we provide accurate data so that public authorities across the board, particularly hospitals, know exactly who and what they are dealing with. We have seen examples of people not receiving the right medical care after being identified as the wrong sex because of a GRC or a self-declared difference in sex or gender. We need to ensure that does not happen. We have seen issues across the board. The ONS is again looking at how to make the census clearer, because it was obvious that many people who completed it did not understand the question. That is what we are trying to say: this is a new space, a new area. Lots of things are developing. We should not be rushing to legislate; we should legislate carefully. That is why many of the things that people have been expecting are taking time. We are waiting for the Cass review, but we will carry out this work.

The Department has declared this year the year of the SME. People often hear news that sounds as though it is just about big business, but SMEs employ most of the people in the UK. We have a network of 160 international trade advisers and our export support services. We have also put in place schemes such as a Help to Grow management course, which 5,290 participants had completed by November. We also have a business support service, which provides support to about 30,000 people in England every year.

My right hon. and learned Friend makes a good point. The Prime Minister addressed this issue yesterday. I know that there is a lot of interest in arms exports to Israel, and yesterday my entire Department was blockaded by protesters, meaning that civil servants who needed to get to work could not do so. The Government continue to monitor closely the situation in Israel and the Occupied Palestinian Territories. All export licence applications are assessed on a case-by-case basis against the strategic export licensing criteria. The Government take their defence export responsibilities extremely seriously and operate some of the most robust export controls in the world.
