Again just pausing there, I am not entirely sure this is still the situation, but I know that at the time when I introduced my Adjournment debate, which my right hon. Friend the Member for Romsey and Southampton North referenced, the chief executive of the Aster Group was the highest paid chief executive in the housing association sector. It is not just our right hon. Friend the Secretary of State who is taking a personal interest in how the organisation continues to deliver its responsibilities; so too is my noble Friend Baroness Scott and so am I, because what the constituents of my right hon. Friend the Member for Romsey and Southampton North have been presented with is indefensible and, frankly, bizarre.

My hon. Friend raises an important question. At the time of appointment, all council leaders should be aware of existing disqualification criteria barring councillors who have been given a custodial sentence of three months or more, or who are registered sex offenders. If the council leader is not aware, those people who are due to be appointed should make their group leader aware of those circumstances. They have a legal obligation to declare as election candidates—this is an important issue. The Nolan principles are there for a reason: to maintain transparency and standards. If my hon. Friend wishes to write to me with the details of the case he has mentioned, I would be happy to receive his submission.

On behalf of the Government, I thank the Chair of the Select Committee and all his colleagues on it for the work that they do in general, and for the report in particular. I will obviously study it with great care, and respond in the usual way. He made a number of points. I think we can all agree that certainty and security for the local government sector are important, and I concur with his view that there is clear merit in multi-year settlements. I also agree that whoever is standing at the Dispatch Box in the role of local government Minister after the next general election—I pray to God that it will be me, and I hope that my prayers will be answered—reforms will always be difficult and complex. I would be interested to know whether the hon. Member for Sheffield South East (Mr Betts) sees any merit in establishing some cross-party working and blue-sky thinking on the issue, in order hopefully to land something that can deliver certainty and security for five, 10, 15 or 20 years ahead, to give comfort to local government leaders, section 151 officers and others.

I have little or no doubt that North Dorset residents will welcome the proposals for education, and will be interested in seeing the details of the advanced British standard, which will merge technical and academic routes into a single qualification. My area has excellent high schools—my three daughters attend one of them—but we are continually trying to motivate our young to access the excellent local colleges in Weymouth, Salisbury and Yeovil and grasp the opportunities that they present, while also saying to parents that apprenticeships and non-academic education are important as well. It is long overdue, but His Majesty’s Government are right to assess the utility of some degree courses. I do not wish to reduce education to a utilitarian equation, but a lot of people are spending a lot of money on a lot of degree courses that will never recoup the expenditure, and I think we are right to look at that in order to secure a better future for our young people.

That is why we listened carefully and closely to those who made representations to us during the evolution of the local government funding settlement. Pausing for a moment, I have made the point before to the hon. Gentleman that a record number of Members of Parliament from across the House came to see officials and me during the official consultation process, to advocate in the strongest possible terms on behalf of their areas. My hon. Friend the Member for East Devon (Simon Jupp) was one of them, but the hon. Member for Tiverton and Honiton was not. I politely say to him that if one is serious about trying to effect change, an Adjournment debate is an interesting platform on which to do it, but engagement in the proper channels of communication and consultation can often bring forward better results.

If I may, I will both put on record my thanks to the hon. Member for Hove (Peter Kyle) and my congratulations on his new job, and welcome the right hon. Member for Leeds Central (Hilary Benn) to his new position. I remember the speech the right hon. Gentleman gave in our debate on the anniversary of the Good Friday agreement, just before the Easter recess, which showed a depth of knowledge of, interest in and love for Northern Ireland. I am sure that the Secretary of State, the Minister of State and, indeed, the Northern Ireland Affairs Committee look forward to working with him in the weeks and months ahead.

I thank him again for setting out the opportunities for regeneration in Waterloo Road and Bond Street, which are indeed interesting and exciting. If we are to truly achieve our shared levelling-up ambitions for Blackpool, we must ensure that there is as wide a range as possible of quality homes across different tenures. To unlock Blackpool’s immense economic potential, we want to see more homes, safer homes, better homes, in well-designed neighbourhoods that will help to attract and retain skilled residents in the town.

If the hon. Gentleman can construct an argument for hard-working families across the country —many of whom will be working two or three jobs to keep a roof over their heads—that five days’ pay and benefits is commensurate with four days’ work a week, I would be interested in hearing it. I invite him in all seriousness to consider the impact on the public’s perception of the public sector if it is given out that we can afford to work four days a week but still expect and receive five days’ pay.
