Let me turn to the Committee’s initial work. I hope that, as one of our first steps, we will look further into the question of Members’ outside employment. We will aim to consider, in conjunction with the Committee on Standards and the Parliamentary Commissioner for Standards, whether any more changes to the rules or the code are necessary, particularly changes intended to ensure that a Member’s private or personal interests do not impede his or her principal duties to the House.

It is not just foreign policy decisions that Members are keen to ask Lord Cameron about. Questions about his dealings with Greensill Capital continue to rumble on. Thanks to diligent work by my deputy, my hon. Friend the Member for Blaenau Gwent (Nick Smith), the Insolvency Service has been asked whether Lord Cameron could be considered a “shadow director” of Greensill. If that is the case, he could be subject to the same duties and liabilities as a director. His tax affairs from the time are now under scrutiny for failing to provide details of his personal use of planes owned by Greensill Capital. My hon. Friend has written to the Chair of the Treasury Committee to ask her to consider whether Lord Cameron’s failure to declare that information to the Committee is potentially in contempt of the House. Will the Leader of the House encourage the Chair of the Committee to investigate that? Will she also ensure that Lord Cameron does not wriggle out of frequent appearances in front of the Foreign Affairs Committee?

As has already been raised in this session today, the provision of local post office services is a matter of wide interest across the House. I am sure that if the hon. Gentleman and other colleagues put in for a debate, they would get a great deal of support. Let us be honest: with the Post Office, we have seen an organisation that has left serious questions about how it has been run and its governance. What we do not want, as a result, are our vital post office services disappearing from our high streets and town centres, so I will ensure the relevant Minister has heard his question.

I thank my hon. Friend for raising that important issue. I know how much the Carlton Club is valued in Whalley Range and in Manchester. I was there recently at a very good 50th birthday party, which perhaps should stay private at this stage. I fully support his endeavours to keep this valuable asset alive. He will, I hope, know that the Government are committed to community ownership of such buildings and to empowering communities to keep them alive and run those buildings where that is in the interests of the community. I hope he will be successful in his endeavours.

Finally, can the Leader of the House confirm whether the appointment of David Cameron has been approved by the independent adviser on ministerial interests? If not, when will that be done? Or is this another case of making the wrong call, such as when the Prime Minister appointed his first Deputy Prime Minister, his first Home Secretary and his first Minister without Portfolio, all of whom faced serious allegations that later led to their departures? Yesterday was a very difficult day in the House of Commons, and for Mr Speaker personally, as he did his utmost to do what he thought was in the best interests of the House. We should all reflect on how we got to where we got to and accept our part in it. I welcome Mr Speaker’s desire to resolve these matters in discussions with us and others across the House, and I am sure that the vast majority of Members accept his genuine and heartfelt commitment to this House, and that he always has the best intentions in making his decisions.

I am pleased that the Leader of the House has finally brought forward the House of Commons Commission’s proposals on risk-based exclusions next week. Staff and those working in this place will be looking carefully at what we say on Monday in the interests of their safeguarding. As we heard last night, Members want proper time to debate these proposals and amendments. Has she considered those calls to extend the debate on the motion beyond two hours?
