I have listened with interest to the comments that have already been made about this issue on both sides of the Chamber

I welcome new clause 43, tabled by the hon. Member for South Shields (Mrs Lewell-Buck), with whom I have had the privilege of discussing her concerns. She has been a strong champion of this cause and I pay tribute to her and in particular to the families she has worked with and chosen to represent on this issue. Our hearts break for parents who want to register the death of a loved one but have been prevented from doing so because coroners’ inquiries and other processes have been taking place. We need to find ways to address this, and I would press the Government to look at this with a degree of conviction and also of pure compassion for those family members so that we can find a way to work through this.

The Lord Chancellor has spoken passionately about the transparency she will bring on data releases and numbers, and I urge that we should have that information sooner rather than later. A Labour Member also mentioned homelessness that results from this measure, particularly in the City of London, and we see that already. That is a local authority duty, and statutory duties are in place where we know such things need to be managed. There will be, and already are, pressures on housing stock, and asking the Government to publish a list of local authorities that will be affected is vital. There are also implications for families and individuals on housing registers who will now be worried about the implications for them while they have been waiting patiently on housing lists.

It is a pleasure to follow the opening Front-Bench speeches, to which I have listened with interest. It feels like groundhog day, if I may say so, on many counts and fronts.

I could go on to other statistics, but in the interest of time I will raise another couple of local issues

I want to thank parents and pupils in Essex for understanding the difficulties we are all facing. They have been inconvenienced by the RAAC issue, but it is important to point out that, certainly in my constituency, community groups and businesses have come forward to help find alternative provision and sites. I thank them too. The focus right now has to be on finding solutions to the immediate challenges we are facing, minimising disruption to learning, and ensuring affected pupils, parents and schools are supported. I do not think they are interested in political point scoring; they want answers and solutions.

I come to the subject of people keeping more of what they earn, which is clearly a fundamental Conservative principle. This is where national insurance contributions come back into play. I have seen the numbers, and clearly we could move in the direction of lower rates of national insurance. Yet again, we have seen those rates go down, and the debate when the Bill comes forward will be very interesting. Back in the autumn, I was here when only about three people spoke in favour of national insurance coming down and in support of the legislation on that; we want much more support for this measure next week.

It is quite interesting—[Interruption.] No. I have a time limit; the hon. Member has already spoken. It is interesting that there has been so little transparency around finances and the fiscal choices that the Government have chosen to make. There has been no impact assessment, no honesty around the cost of all this to the Exchequer in the long run, and nothing about the administration of the household support fund. How have Labour Ministers made the spurious claim that they have had no choice in this decision? Bear in mind that the Government—so desperate are they to justify this brutal cut—claimed a couple of weeks ago that there would be a “run on the pound” without the decision, which is just extraordinary and speaks to their fiscal ineptitude.

At the same time, when we see GDP figures not growing as fast as they could, as we have today, it is important to focus on how we can grow the economy much more, and with that people’s incomes. We want to see more growth in those GDP figures, but they represent the impact of high interest rates and what they mean for inflation. High interest and inflation have placed a burden on businesses and households. The Bill outlines reductions in business taxation that are well timed and well placed but, as ever, they need to be kept under review. Businesses grow the economy by employing more people, which helps economic growth, and that is the space where we, as a Government and a country, want to be.
