The right hon. Member for Hayes and Harlington (John McDonnell) mentioned that he thought he was joining a debate with defence nerds. I want to assure him of a warm welcome to our number. He, along with the hon. Member for Tiverton and Honiton (Richard Foord), spoke about the importance of having a vote. The Government have made it clear that it is neither practical nor sensible to publicise such an action in advance as that could both undermine the effectiveness of the action and potentially risk the lives of armed forces personnel involved. My view is that my hon. Friend the Member for North Wiltshire had the better of their interesting inner debate.

I thank the hon. Gentleman very much for his comments. We do not give routine updates or a running commentary on sanctions, but he may rest assured that we are looking at Hamas in every respect. He drew attention to the Foreign Affairs Select Committee’s report; as he will know, we recently announced sanctions—both direct and indirect—against Wagner. While we are careful not to discuss specific cases, we take all potential breaches very seriously, and all businesses that are registered in the UK are bound by law to comply with the Russia sanctions regime.

I thank my right hon. Friend for his comments about the importance of nature and biodiversity, which are very prominent in the White Paper. He asks how civil society can access support. The section of the White Paper about the new platform, UKDev, which I hope he will read with interest, talks about engagement with civil society, but there are a number of programmes that meet his suggestion, including the UK Aid Match programme. Where good charities are using their own money, if the taxpayer puts similar amounts of money alongside that, we are getting two for one—we are getting double the results for the taxpayer’s money.

That is why the Government have paused future payments. However, I should also make it clear that during my discussion this morning with Philippe Lazzarini, who runs UNRWA, I specifically welcomed the news that he will commission a totally independent review so that its conclusions will be unimpeachable. That means discussions with the US State Department, including US congressional interests, with the European Union and with the United Kingdom, and the engagement of respected individuals who might assist. It is that quality of investigation that is now required to satisfy not only my hon. Friend, but many others on both sides of the House who are extremely concerned about this.

Ambition is not lacking, but driving these things forward takes an enormous amount of time and is subject to international co-operation, as the hon. Member suggests. However, if he looks at British leadership on climate resilient debt clauses, for example—we introduced them and UK Export Finance, which is the export credits guarantee department of the British Government, is championing them—he will see that these clauses make an enormous difference. For example, if the Government of Ghana are hit by a pandemic, they need all their liquidity to look after their own citizens, but they have to pay interest and capital on their debt. What these clauses mean is that they would get a two-year window during which they can spend their liquidity on their own citizens. That is a small but vital and very impactful innovation. Britain has produced these clauses, and we have done the right thing on that.

I thank my right hon. Friend for his comments, which I will deal with as best I can. He indicated just two or three of the defects in this appalling legislation. He was right to identify them. He did not ask me whether the legislation is in breach of the Sino-British joint declaration. In fact, it is not; the Hong Kong Government are legislating for themselves. The British Government declared in 2021 that China is in ongoing breach of the Sino-British joint declaration.

As my hon. Friend knows, we expect the report from the United Nations Office of Internal Oversight Services and, indeed, the interim report from Catherine Colonna, the former Foreign Minister of France, tomorrow, and we will read it with very great interest. Catherine Colonna is working with the Raoul Wallenberg Institute in Sweden, the Chr. Michelsen Institute in Norway and the Danish Institute for Human Rights, and we hope that her report will show a road map by which funding to UNRWA from Britain and many other countries can be restored.
